The Energy Bureau held a meeting to ensure safe power supply for the 2014 APEC Summit.

On October 31, the National Energy Administration held a meeting in Beijing on ensuring safe power supply for the 2014 APEC Summit in the power industry. Wu Xinxiong, Deputy Director of the National Development and Reform Commission and Director of the National Energy Administration, attended the meeting and delivered an important speech. He emphasized that during the APEC Summit, the power industry and energy sector must ensure three things: ensure the safe and stable operation of the Beijing and North China power grids, ensure that important users, key locations, important lines, and critical time periods have a foolproof power supply during the conference, and ensure the stability of the national power safety situation. Deputy Director of the National Energy Administration, Shi Yubo, presided over the meeting and delivered a concluding speech.
Wu Xinxiong pointed out that the 2014 APEC Summit is a significant international conference, and successfully hosting this meeting is of great importance for showcasing our country's good image and enhancing international influence. Power companies and relevant units in the energy sector must fully raise their awareness, clearly recognize the special and arduous nature of this power supply guarantee work, and do their utmost to ensure the power supply for the APEC Summit with a high sense of political responsibility and mission.
Wu Xinxiong emphasized that ensuring safe power supply for the APEC Summit is a political task that the power industry must complete this year. To ensure that power supply is foolproof during the APEC period, solid measures must be implemented. First, careful scheduling is required. Some coal-fired power plants in the Beijing-Tianjin-Hebei region will reduce or stop production according to local government arrangements, and the power supply needs to increase the external power transfer to Beijing. Therefore, the power grid must reasonably arrange its operation mode, conduct calculations in advance, develop reliable scheduling plans and special power supply guarantee plans, strengthen coordination, ensure cross-regional and cross-provincial power support, and guarantee the safe and stable operation of the North China power grid and the Beijing power grid. Second, strict duty systems must be implemented for key locations, key lines, and key areas, and duty measures must be enforced. Power companies should break down and refine the power supply guarantee tasks, ensuring they are implemented at the frontline, at positions, and by personnel. The system of "having someone on duty under every power pole" played a solid supporting role during the Olympic power supply guarantee period, and this duty system must still be effectively implemented. Third, ensure power supply; all power plants that are not stopping or limiting production must ensure support for power supply and ensure the safe and stable operation of units during the APEC Summit. Fourth, prepare emergency plans to respond quickly and handle issues as they arise. Fifth, implement a leadership duty system. Leaders at all levels must take on leadership responsibilities and organize the power supply guarantee work for the APEC Summit.
Wu Xinxiong emphasized that to ensure foolproof power supply for the APEC Summit, it is necessary to strengthen organizational leadership and coordination. The Safety Department and Power Department of the Energy Administration must implement good organizational coordination, and power grid companies and power generation companies must actively cooperate, coordinate, and work together to arrange the operation mode of the power grid, ensure stable power supply, and handle emergencies.
In his concluding speech, Shi Yubo pointed out that the Energy Administration has formulated the "Power Industry Guarantee Plan for Safe Power Supply during the 2014 APEC Summit." All units must earnestly study and implement the meeting spirit and the requirements of Comrade Wu Xinxiong's important speech, further clarify tasks, implement responsibilities, and prioritize the power supply guarantee for the APEC Summit as the top priority in power safety production work, ensuring that all tasks are carried out effectively. First, organize leadership for the APEC power supply guarantee; each member of the leadership group must implement the power supply guarantee tasks according to their unit's actual situation. Second, strengthen emergency duty work during the power supply guarantee period, implementing a zero-reporting system, with relevant units reporting information to the National Energy Administration's duty room daily at 8 PM as per regulations. All units must strictly implement the duty work system, maintain strict duty work discipline, ensure that duty personnel remain on duty 24 hours a day, and ensure smooth information channels. Third, strengthen coordination and cooperation during the power supply guarantee period. Ensuring the safety and stability of the power system is a shared responsibility of power companies, and all units must have a sense of the overall situation and work together to create a good atmosphere for power supply guarantee. Relevant dispatched agencies of the Energy Administration should actively understand the power supply guarantee situation of power companies and timely coordinate to resolve issues arising in the power supply guarantee work.
At the meeting, the Safety Department of the National Energy Administration introduced the "Power Industry Guarantee Plan for Safe Power Supply during the 2014 APEC Summit." Relevant leaders from the State Grid Corporation, China Huaneng Group, China Datang Corporation, and the North China Energy Regulatory Bureau reported on their respective units' power supply guarantee work for the APEC Summit.
After the meeting, Wu Xinxiong and his team, accompanied by Shuai Junqing, Deputy General Manager of the State Grid Corporation, visited key substations for power supply guarantee for the APEC Summit to inspect the power supply guarantee work. After listening to the report from the person in charge regarding the power supply guarantee situation, Wu Xinxiong expressed his affirmation and hoped to continue ensuring that all work is implemented effectively and without fail.
